Justine Parnell is a doctoral student at Arizona State University and an education policy strategist with a focus on equity in education, juvenile justice, and special education. With experience as a curriculum specialist, teacher, and university instructor, she brings a research-informed, justice-driven perspective to her work. Justine has published in national journals, presented at leading conferences, and collaborates across sectors to develop culturally responsive, data-informed solutions that drive policy change and empower historically underserved communities. She values community voice and measurable impact.

Igniting Black Excellence in Arizona Classrooms and Beyond

This session introduces educators to ACT-SO, the NAACP’s national achievement program that celebrates Black excellence in STEM, arts, humanities, business, and more. Learn how ACT-SO empowers Black students in grades 9–12 through mentorship, competition, and scholarship opportunities. Attendees will explore how to integrate ACT-SO into their school communities and support students in showcasing their gifts. The session will also highlight the Annual BSU X NAACP Youth and College Unity Conference—Arizona’s stage for ACT-SO students to shine before the national competition.
